The Chicago & North Western quickly followed their lead and eventually owned the largest roster of this car design anywhere on the continent. They also had an innovation of their own: the Cab-Coach. This development meant that the railroad would not have to turn the locomotive at the end of a run. Additionally, a locomotive facing out of the terminal meant that exhaust would be kept outside of the passenger train shed. Trains are pushed into Chicago and pulled back out to the suburbs.

Chicago's Regional Transportation Authority, now known as Metra, ordered locomotives to replace aged E and F units when they took over operation of Chicago's commuter rail system. These light blue locomotives could be seen pulling Chicago & North Western Bi-Level commuter cars for several years as the passenger car fleet was gradually repainted in RTA colors.

The Rock Island was a commuter service between Joliet and downtown Chicago. In the late 70's and early 80's, around the time of the formation of the Regional Transit Authority, the Rock Island line was going through bankrupcy and had great difficulty keeping its own locmotives in service. As a result, the Rock Island line was the first to recieve the brand new Chicago RTA F40PH locomotives.
